if you went to a big high you probably realized that you had more than one assistant principal. Just one law enforcement agency would have been frustrating to oversee.  Plus people in new york don't live exactly like people in miami. That's the reason we have city-county-state and federal laws which are all needed to be enforcement by a separate agency

Law enforcement is just that, the enforcement of the laws. There are different laws for different levels of government (local, state and federal), just like there are different courts that are used for offenses of those laws. By putting different levels in, it helps to organize and prioritize it a bit.
