The fluid is emitted during arousal, masturbation, foreplay or at an early stage during s*x, some time before the man fully reaches o****m and s***n is ejaculated. It is primarily produced by the bulbourethral glands (Cowper's glands), with the glands of Littre (the mucus-secreting urethral glands) also contributing.

The amount of fluid that the human male issues varies widely among individuals. Some men do not produce any pre-ejaculate fluid, while others emit as much as 5 mL.  Basically, with some guys you would barely notice it, while others seem to have a running water tap in there somewhere.

Pre-ejaculate contains some chemicals associated with s***n, such as acid phosphatase. Some s***n markers, such as gamma-glutamyltransferase, are completely absent from pre-ejaculate fluid.

its called pre-***. its the same s***n that a man ejaculates during s*x, but in a much less quantity. when some men get excited, their pre-*** practically flows out of their p***s. some men dont have any pre-***. Most have enough that it comes out their p***s, but not in a flowy way. If a man is really lucky, he'll produce enough pre-*** that he can use his own fluids as a lubrication.
