A quick question about adoption and legal guardian policies?

I am writing a novel and I need to do some research on different topics. I was just wondering whether anyone knows anything about adoption and in loco parentis policies.

Okay.

Would a nineteen year old boy with a fifty percent chance of developing Huntington's disease in his 20's, 30's, or 40's be allowed to care and/ or be the legel guardian of his eight year old half-sister after their mother dies?

Not too many people will know this but I figured it was worth a try.

Nota Bene: The boy refuses to take the test to see whether he has inherited Huntington's disease from his mother because he is afraid that if he does it will ruin his life to know. His sister has no chance of inheriting Huntington's disease because they have the same father, not mother.

  1. I know that if he has not been diagnosed, has no previous medical history that would declaire him unfit to raise and care for a child, then all he would have to do is prove he has a stable living and working environment and ability to pay for care of his sister, then he would have reasonable chances to adopt.
