A quirky ghost comedy/mystery movie from the '80's?

Question

So I've been looking for a movie that I haven't seen in nearly 20 years. I was too young to grab the title or know or recognize any of the actors but I know certain aspects of it.

When the movie starts a woman is headed to a huge house atop a cliff overlooking the ocean. Something happens with her car and she drives over the cliff to her doom. If my memory serves me it was her sister that caused it. People later gather at the mansion as a memorial or so they can figure out "whodunit" or something like that.

I remember distinctly that a dude, I believe he was a black dude that no matter what he touched or did once he sat foot in the house would end up dropping through a secret shaft to a hidden (?) boat dock beneath the mansion.

Oh and the woman who died at the beginning of the movie comes back as a ghost...?

It's a comedy, obviously but I can't figure out the name to look it up and rent the darn thing.
