Is there any sort of neighbor program for residents of Nevada going to college in Arizona? Like, in-state tuition or discounted tuition?

Actually, there is.

It's called the WUE (Western Undergraduate Exchange). If you're a resident of any of the following states, you can apply for WUE status for a discounted tuition (it would be 1 and 1/2 times whatever in-state tuition is) at any of the states listed below:

Hawaii

Washington

Oregon

California

Colorado

Nevada

Arizona

Utah

Idaho

Wyoming

Montana

New Mexico

N. Dakota

S. Dakota

The 4-year schools in Arizona that participate are:

Northern Arizona University   

Northern Arizona University, Yuma Campus

University of Arizona

University of Arizona South
