  1. None of the above. No special circuitry is needed to boot an operating system across a network. This can be done with standard networking equipment and a server providing the boot image,usually using the PXE or similar protocols.

    Now, if you want to get technical, the network card has to provide BIOS hooking to allow the computer to boot of a network. This would, in fact, be called the "boot PROM". But in practice, virtually all network cards already have this circuitry included.
