  1. The Doppler effect makes the boat noise frequencies higher during the approach, turn to exact real frequencies while the boat is at your side, then goes to lower frequencies while the boat goes away from you.

    The sound of the boat changes due the Doppler effect.  The sound waves are compressed when it approaches you.  Compressing is the same as increasing frequency.  When the boat goes away, the sound pressure expands the sound waves, the same as lowering the frequencies.
