State is the old term that used to be used to refer to what we now call a nation.  That is why the united "states" is called that - basically independent states that could stand on their own as nations decided to unite.  Since the establishment of the united states and the transformation of the term "state" to mean a part of a nation, the use of state to refer to a nation has ceased.
