The cops will do what they can - you just keep taking very good notes and stay in touch with the police.  Give them whatever you got right away.

Start and keep a journal of all instances that occur, including time, dates, witnesses, and any other information that you can add to it, including descriptions, etc.  File a report with the police about your concerns, including the partial plate, and any other information that you can give, keeping that in your journal as well.  The journal is so you have a paper trail in case it doesn't end and you need to go to the police again.  It will help them tremendously.   Good luck

yes all you need is the color make and model of the car and it will go from there along with the partial plate number. In the mean time get a perfume that smells like every funk you can think of. or get a chelsea clinton mask that will keep anyone away.

With a partial plate number, not likely.  However, call the police immediately and make a report!  This will generate a paper trail that will be very helpful to you if and when you or the police identify this person and subsequently go to court.  Be very careful and I wish you the best of luck.
