  1. You didn't say how close to the border or the size of the town, but here's some of my favorites - Harbor is the closest town on the Oregon coast to California, and is generally not as well known as it's sister city, Brookings. You can find out a lot of book background at wikipedia for Brookings at http://en.wikipedia.org/wiki/Brookings,_... Harbor is just an area, not a city, but is only 2200 people http://en.wikipedia.org/wiki/Harbor,_Ore...

My next favorites would be Wedderburn http://en.wikipedia.org/wiki/Wedderburn,... and then a bit further north, Humbug mountain. Humbug is just plain cold and wet (but not really a town there, you'd have to go with Port Orford for that). And of course there is always Cape Blanco and the Hughes House (http://www.capeblanco.org/). This is one of those out of the way, cold and wet locations with a great house and lots of stories. It's a bit north of the California border, but all of the places I mentioned are in Curry county, which has a long history of people traveling back and forth from the northern California area into Oregon. For bad weather, any of these places would beat the inland valleys, like Medford, hands down. But if you are after more snow and closer to the border, you might consider the cities of Ashland or Jacksonville - again lots of history and lots of bad weather.
