.5 of a metre off it, will it continue to grow after this to attain its potential height or will it stop growing after 10 years even if it has not reached its target height of 5 metres?

  1. There is  no determinate height for a tree to grow to, in a specific time., because there are too many determing factors, ie suitabily of position, Drought, geological position and so on. What I would be inclined to do, would be to allow the tree to reach what is it's maximum height, then reduce by the half meter . Maybe if you cut it sooner and the tree is still maturing, it may throw out side shoots, which in turn may grow far taller than your 10 meters.
