A virgin male has a small peach colored what looks like a skin tag on his private part question?

i KNOW he's never done it, so what is it?

Just that, a skin tag.  Perhaps he got it caught in a zipper at one time or had some other little trauma to the area not related to sexual activity.  He could have been born with it too.  Completely normal and harmless.
