  1. Not necessarily - there may still be equal positive and negative charges in the wire, making it neutral as a whole. However, as all real wire (unless superconducting) has some resistance, net charge must vary slightly along it in order to make the current flow.


  2. The conduction electrons move but have the same density as when there is no current, so the wire is not charged.

  3. Not necessarily.... a current can be induced in an object of neutral charge if acted upon by a magnetic field. Granted, there will be charged ions moving WITHIN the object, but the overall balance of position and negative charges (protons, electrons) may cancel one another out.
