Question:

A word that means "will cause more harm rather than help"?

I'm looking for an adjective that will describe something that may seem as though it will be helpful, but actually makes the problem worse.

An example is posters and other media intended to discourage people from doing something, but inadvertently makes them more likely to do it.

Any suggested words?
