A88 phone will not connect to AT&T

Question

i got this phone from someone that had T-mobil. they said it worked for them.i am trying to hook up to AT&T. i have changed the GSM # to 1900 and that did not work. Is it locked to T-mobil now? how do i get it to work with AT&T
