AC Compressor starting problem?

I have split AC. Outer unit stops working after a big vibration when voltage drops to very low (voltage at my home often drops badly for a short time). Within a minute voltage becomes normal, but outer unit doesn't function.

I have tried to restart the system several times. Compressor light turns-on at inner unit but actual cooling does't start. I generally restart the unit, it takes 5 minutes to turn-on the compressor light, but outer unit doesn't make noise (my outer makes a vibrating noise when it is cooling). I use to restart the unit again and again. After one hour or more the outer unit starts working (makes noise) and my room gets cool.

I think theres something that gets heated-up, and my ac doesn't work until it gets cool... just a guess!

Any suggestions please.

ALL THE ACs OUTDOOR UNIT(COMPRESSOR)WILL NOT OPERATE WHEN THERE IS FLUCTUATIONS IN THE VOLTAGE.THE THERMOSTAT WILL MAKE THE OUTDOOR UNIT CUT OFF FOR 3-5MIN FOR THE NORMAL OPERATIONS.THEN CHECK FROM WHERE THE VIBRATION NOISE IS COMMING.THIS NOISE WILL COME WHEN THE OUTDOOR UNIT WAS FIXED LOOSE,OR IT MAY BE COMMING FROM THE MOTOR.THE MAIN REASON FOR THE LESS COOLING IS MAINLY DUE TO LOW GAS CAPACITY.CHECK THE GAS LEVEL AND CHARGE ONLY R22 GAS.FIRST YOU TRY TO SOLVE THE VOLTAGE FLUCTUATIONS.GOOD LUCK..I AM RIGHT?CHOOSE MY ANSWER AS BEST.THANK YOU

The compressor is vibrating because the motor can't run the compressor at the lower voltage.  It stalls out because of the reduced power and this is causing the vibration.  Any air conditioner needs time to restart after being stopped.  Normally you need to wait about 15 minutes.  If you try to restart the system too soon you can damage it.  Wait before restarting.
