AC Voltage Sources?

I need an AC voltage source that can:

Go up to 1200 Vrms AC

Go can go from 40 to 400 Hz (at least)

and can do this at essentially zero Amps.

I know AC Calibrators can do what I want, but they are high precision instruments, they are several thousand an up... even when refurbished. I am not taking measurements with it... I don't need that precision or NIST traceability

Has anyone came across an instrument or manufacture that is a simple High Voltage AC source with variable frequency that has no current or has an adjustable current.

Zero current or non-zero current is a function of the load. Any source is capable of zero current.

But I'll take a look. You may be best with a conventional function generator and a transformer to change the voltage up to 1200 volts.
