ACT? THE READING SECTION ?

I RECEIVED A 48 OUT OF 75 ON THE PRACTICE ACT READING SECTION, IS THAT GOOD???

The reading section is only out of 40... I assume you meant the English section which is out of 75. Getting 48 right would give you a score of about 21. I don't know the average score on the english test, but 21 is the average composite score. So, I would say you are in a decent position. Obviously you should try to raise your score a couple points, try to get about 54 question right, that would put you around a 24, which is a good composite score. If you take another practice test, you will probably improve by a few points anyways.
