AIR CONDITIONER NOT COOLING

Question

The fan on the inside is on and blowing but the one on the outside isn't. There is no leak and the breakers is fine. I changed the filter on the inside of the house yesterday morning. and i also cut the unit off since 5pm yesterday just in case it is frozen on the outside. Could this be the problem that its not cooling. I was going to try to cut it on again today when I get off work to see if it will cool
