Everybody in the United States votes in the presidential election.  Even the District of Columbia votes in the election.  

U.S. territories however do not get to vote in the presidential election.  They are only allowed to participate in the primaries.

Alaska & Hawaii do the voting as all US A's State do.  They are One Country until they think of breaking out as a grown up man to get married with one to start their own world.

no. they are states. Anyone born there is a citizen. those citizens can't vote.
