Nuclear power, no. Not all governments are responsible enough to have the means to construct nuclear weapons of mass destruction.

A country should only have nuclear power if they have the proper infrastructure and political stability to protect the raw fuel and the nuclear waste.

Their nuclear power program should not lead to nuclear weapons.

As long as they provide proof to the NRC that they know what they are doing, and will allow members of the NRC to monitor all aspects of their process, sure they can have nuclear power.

I don't think so.  I think it is incumbent on responsible nations to limit the proliferation of nuclear power, due to the enormous destructive potential, and the willingness of so many governments to disregard basic safety and proliferation precautions.

I HAVE ALWAYS FEARED THAT A MASSIVE CHAIN REACTION WOULD TURN THE EARTH INTO AN UNINHABITABLE CINDER. THIS TECHNOLOGY IS FAR BEYOND OUR COMPREHENSION SO THAT WE COULD EASILY CREATE THIS EVENT. THAT WOULD BE UNINTENTIONAL OF COURSE. BUT, ON THE OTHER HAND, YOU MIGHT FIND ANOTHER FIGURE WHO WOULD TAKE HIS ENTIRE NATION AND THE ENTIRE WORLD TO HIS FINAL GRAVE. IF ADOLPH HITLER HAD THE BOMB(S), GERMANY WOULD BE ONE MASSIVE HOLLOWED OUT HOLE IN THE WORLD.
