ASPCA & SPCA are they same and is there a ASPCA any where near Houston

I was looking up ASPCA and it said it was in New York and I looked up ASPCA in Houston but I went to SPCA. Are SPCA & ASPCA the same thing or is it i am not looking every where? Also is there a ASPCA any where near Houston?

There is an SPCA on Old Katy Road. It's the only one I know of in Houston.
