You're asking a question whos answer will depend on which culture you live in.  Amongst the Jewish, it's the age of 13, when he has his Bar Mitzva.  In other cultures it's older.  Here, in the United States, it will vary from state to state.  

But, whatever culture you're in, attaining adulthood entails responsibilities.  You simply can't do whatever you want.  That is reserved for children, and unless you want to be treated like an adult child, being an adult means you have to act like a grown up.

okay, the question when is a man an adult and when can he do what he wants? never, well not in a number sort of way; some teens (younger than 18 which is when a person is considered an adult; unless there is death then the age will depend on the case and if younger than 18 the person will be judged as an adult) act so adult--very responsible and then there are those older than 18 that act like teens--no self-control, no responsibility.  A man  is a man once he take responsibility for his actions--get a girl pg he stands my his deeds, does drugs he needs to realize that he will have damaged his DNA--future babies and so on, adulthood depends on the person's behaviors---being silly, drunk, careless--like Paris Hilton and others in the same type behavior.  But the "normal" age for a guy to be considered an adult is 18--to drink or smoke--21 to serve in the military--18.  Hope this helps.
