ATM Cash withdrawel problem

I have an A/c in SBT i tried to withdraw money using SBT ATM Card from ICICI bank ATM machine. The transaction failed and i got Transaction declined receipt from ICICI ATM mechine.But my account is reduced with same amount.I contacted my branch manger regarding this. he told me u go ICICI branch and show the receipt and ur A/c statement. they will re deposit this amount back to ur account. Actually my account is in SBT. my question is who take care of this issue SBT(my account bank) or ATM mechine bank ICICI ?

I would go to your own bank and write a complaint, or alternativly go to the provider of the atm which bank it is with and speak with them and they will have to contact the atm provider for them to check the atm audit to see if the machine totals up correctly

You don't say where you live, but if you are in the United States, it is your bank that should address this. In fact, they are compelled to by Federal regulation E. Tell your bank you want to dispute the transaction due to the fact that you never received the money. They will have you sign an affidavit to that affect, and are required by law to give you provisional credit of that money within ten days of your claim pending the outcome of their investigation.

you can dispute or file a case against the transaction with your bank and they do the investigation process. banks, individually, do not handle cases  directly if it's a third party or if there's no direct account with them so it's more convenient to file it with your bank and they can take care of it.
