Looks like the encoding got screwed up. I put it through the online Cyrillic decoder, and the most understandable version I got was:

This is not Russian. Russian uses cyrillic letters in it's alphabet, and thise is latin script with accents over vowels and consonants. Could be an Eastern European language.

I am also thinking that there is an encoding issue you may have with Windows, meaning that if something arrives this way, you need to go to your Explorer toolbar, pick View, then Encoding, and then Cyrillic Windows. And that may switch it into Russian, if indeed it was initially written in Cyrillic.
