Abandoned Trains Question?

I have seen several abandoned trains and kabooses. I often thought i would like to have one. If they were left there on a peice of non used track can i take possession of one without the prior owners permission and if so how do i do that legally. Also who's permisson do i need to move the train up the line from where i found it?

#1 you can not move it - what you are suggesting is illegal.

#2 the owner may be interested in selling the item to you - contact the railroad that owns the track where the items are located to inquire about purchase.

If you don't own it what would make you think you could take it? It's like stealing a car, "duhhh, well officer , I just found it"

No.  Track, rolling stock, and railroad right-of-way are all property of the various railroads.
