About animated films/tv shows?

Question

someone told me that it does'nt matter if it's traditional or computer animation. she said that it's the story and characters that makes animated films (or tv shows) good and i think it's true. Sailor moon for example, the animation is'nt spectacular, but still very popular because of the characters, charm, and plot.
