About how expensive is 8 watts of electricity per hour?

i want to get a lizard but if the electricity for the heating pad is to expensive i probably wont get it...

Not expensive at all.  You can call your local Electric company and have them give you the rates for your area.  Better yet, they can directly tell you what your item will cost to operate.
