I did the math once and depending on the route you take to do it correctly would take about half a mill. But thats correctly and including your licenses

at  least  50 k (of  your  own  money)  for  the  very  smallest.

thats  based  on the  idea  that  the  tv  show  restaurant  makeover  needs  30 k  just  to  redo a  restaurant that  already  exists. you  need  to  hire  staff and  buy  everything from  scratch.

the  initial  investment  would  need  to  be  much  greater  because  you  would  have  to  pay  people  for  a  while  before  you  start  getting money  back .  most  businesses  fail to  make  money  for  3  years and  you  have  to  account  for  that

That is impossible to answer, it would depend on what state, what size restaurant, what type of equipment you need, there are infinite variables, contact the small business administration in your area for an idea, or a local restaurateurs association.  

But I would suspect that you are looking at at least $350,000, and I think that is very conservative. If may be cheaper to buy and existing restaurant and refit or convert it
