You couldn't fly straight into Baghdad but you could fly to Erbil, which is in northern Iraq from DC for around $3,000 each way or so, connecting in Vienna, Austria.

Royal Jordanian Airlines has scheduled services from the US to Amman and from Amman to Baghdad. I'm not really sure whether they take civilians on their Amman-Baghdad flights but you could check on their website.
