About runescape bounty hunter?

I have a question about runescape bounty hunter, if you kill a person thats not your target, but dont pick up the items, can you still leave? And if you dont kill your target, and pick up the items, can you leave? Thanks for the answers!

If you don't pick up items during your "penalty time" (see the count down timer on your screen), then you will not be barred from leaving.  The time penalty will still be there when you come back in, though.

Most "rogues" won't take any items, and are just going for rogue stats.

As long as the penalty clock is not there, then you can pick up anything you want.
