The rusty panic is when everything in the town/city started going crazy & falling apart, like the economy and stuff. Thats the reason why its a ghost town.

the rusty panic was when a sort of germ/ bug thing effected the oil and made it explode randomly - when you really think about it theres oil everywhere so they paniced and everyone tried to escape - by car and so almost everyone got blown up
