About the forced iPhone 3G Activation?

When they mean activation do they mean they will force you to buy a 2 year phone contract if not what does it mean. If they do force you then couldn't you just terminate the service afterwards for free because in my state at least you can terminate the service up to 30 days after the contract, its supposed to protect you or something, I think most states have this too.

if you terminate your contract, you have to either give the phone back or they will charge you the discount that you originally got on the phone for having signed the 2 year deal
