is there such thing of getting free ringtones

just wondering because some places it says it's

free but then again they send the bill

of 20$ of purchasing something, any help?

just wondering and sometimes people tell me how they

buy a ringtone and two weeks later

they get another ringtone when they didn't even purchase it.
