About transfer after fist year engineering?

for example:-

if i take admission in chemical engineering in shivaji university and i want admission in mechanical engineering in mumbai university for second year

IS THIS POSSIBLE,PLEASE EXPLAIN IN BRIEF(URGENT)

Might be in the case of transfer from one city/state to another  or else try for that, you need to give ur reason in the Certificate due to some reason you/your family had a transfer and so you need to get into another University and stream...once you've changed the University you can get into any stream as per the availability of seats....promotion to Second year im not sure...but yes you can change...but with a valid reason!
