I'm not sure when they can begin to mate, but to be safe, 3 years is a good bet. By then they should be fully grown and developed.

Fillies (young female horses) can start coming into season at just over a year old, most start by the time they are two.

However, this doesn't mean it's a good idea to breed them so young. If a horse is bred as a 2 year old she will foal as a three year old, which is like a 16 year old girl having a baby. At three years old most horses are not physically or mentally mature, and while they CAN raise a foal at that age, they probably shouldn't have to.

The best time to breed a mare is once she is finished growing, trained, and proven through showing or working that she is worth being bred.
