  1. A child in public school who is recieving special education services and has an IEP plan is suppose to recieve whatever help they need to help them academically.

    There is no such thing as servcies that do not exist. If a child needs something, it has to be done.

    If the school does not have what the child needs, the school is to either get it,

    or pay to have child go to another school that does have what the child needs.

    The only reason there should be servcies that exist but can not be used is if the child does not qualify to have these services.
