According to MSHSAA rules, what will be the pitching distance for high school softball this year?

I have heard that Missouri high schools are going to be allowed to use metal cleats for softball. I have also heard that they are moving the pitching distance back from 40 feet to 43 feet in order to increase offense. Is this a for sure thing?

Here is the meeting minutes of the National Federation of State High School Associations which I would guess is the governing body for national high school athletics.  As it states in propositions #1,2 to move the distance to 43' failed to make the vote.  As to the issue of metal cleats, the vote was passed with the stipulation that the metal spikes must not extend more that 3/4" from the sole and must not be round.  The rationale being with greater traction, injuries may likely be reduced or prevented.
