It means they were given restricted shares as part of their compensation.  Assuming you saw it in regard to an insider, they're probably a member of the board of directors.  They're given stock in lieu of cash, or in additional to cash, and they gain ownership of that stock over time.  It's done in an attempt to keep them employed (if they leave they lose all unvested stock) and to keep them working hard since they want the stock to appreciate in value.
