Acting/Filming in Toronto?

Question

So, I live in Toronto Canada, and I have been taking acting classes and theater work. I played in theater ( and still am ) for over 4 years. I now do modeling with Elmer Models and they are preety nice and a good agency. Now, i want to find a talent agency for acting, filming etc... I have been to some but most are scams and this is how it starts, " Hello, give me 700 $ and I will make you a portfolio and make you a star"... This is with all agencies I've visited, are there any good once.

Also I am not thinking of joining Actra because it is a Union which is hard to get in after you get out, and you can't do any non union work which sucks... so please help!~
