Action Replay Ds pokemon pearl?

Can anyone tell my if it comes pre-loaded with pokemon pearl cheats and can i manually update codes without linking it to the computer.

Also will it work with Vista?

update w/o(without) computer won't work

and yes there are cheats for pokemon Pearl and diamond  cheats pre loaded
