Action rpelay pokemno diamond pokemon modifier?

whenever i use the cheat the pokemno appears at lv 100, wat's up with that? can someone give me a cheat that is still the pokemon modifier but the pokemno are not that lv, they are the level as the normal pokemon in the grass.
