Additional coverage to help with out-of-network PPO costs in California?

I would like to find a policy for somebody that will give them additional coverage if they want to visit top-notch specialty hospitals if they get cancer or suffer a stroke. They have good PPO insurance, but it doesn't really cover much $$$ out-of-network costs and the local in-network hospitals are only okay.

My understanding is that he is not eligible for supplemental insurance like AFLAC in California because of state rules. But it also doesn't do that much since it would only cover a fixed dollar amount per incident.

Any suggestions?

  1. two health insurance policies are pretty pointless.  If the hospital he'd want to use isn't covered in the first policy then get a new policy that does....

    ...he should be on Medicare and and Medicare Supplement policy...case closed...(assuming he's not an immigrant and doesn't qualify)

I'm confused because I live in Ca, have a PPO insurance policy AND an AFLAC cancer and disability policy.  Why would he be ineligible?  He might want to consider contributing to a health savings account for the co-pays and out of network costs.  We save the max every year and use it every year.
