Admin required for command prompt commands?

On windows XP, do you need an admin account to add accounts and put them in localgroups? What about using the 'at' command?

  2. Yes, you need admin access. I found one way to achieve this - but it requires you have access to the computer logged in as admin at least one time. Find the 'sticky keys' program, enable sticky keys, rename the 'cmd.exe' to match the 'sticky keys' program then reboot.

    If you press 'shift' five times, it tries to launch the program with the name - which is now cmd. If nobody logged in yet (do it on login screen) then an admin enabled cmd window pops up and you have admin!

    It is called a 'backdoor' and is one more reason I don't use windows on my own PC.
