Administration user profile will not upload. Please help!!!?

Every time i try to access the admistration profile to my computer it says: User service service profile cannot be uploaded..etc. I have looked at other ways to fix this, but they say that the profile was deleted. I have not deleted my profile at all, and i tried system restore but i can't run it because i cant use the admistrator profile. WHAT DO I DO TO GET THE PROFILE BACK AND REGAIN ACCESS TO MY COMPUTER. BTW: i have tried the boot cd. but it says that the system restore is already running and i dont know what to do about that either!

Restart your computer and try again.

When you turn on your computer keep pressing F8 on your keyboard. Choose Safe Mode. Click Yes to continue. Log Off the computer. Log In as Administrator. Go to control panel then User Accounts. Change your profile Account type to Administrator.
