  1. Yes. Search around on Google for tutorials. After looking at different tutorials you can then get a grip on how to be successful. Also, don't use the same techniques over and over again. Try to do something different on each project.

  2. Browse through your local computer superstore, or major office supply store for the kind of books and magazines that offer tutorials in the kind of work you'd like to do.  These books contain step-by-step instructions on how to create various effects and how to master some good techniques.

Best to go into a real store so that you can flip through the pages to make sure it has the material you need.

I don't know if it's still in print, but one of my favorites was called the "Photoshop WOW" book.

Otherwise, for a VERY good understanding of Photoshop's true potential, I recommend the "Classroom in a Book" series, published by Adobe.  It is the book that Adobe Certified Instructors use in their classes.  I recommend this because understanding the FULL potential of the very expensive CS versions of Photoshop makes more sense that just using it for very limited functions.  It would be kind of like purchasing a two hundred thousand dollar sports car to go grocery shopping and sitting in the McDonald's drive thru.
