Adobe after effects or adobe premiere pro cs3?

Question

I've been thinking of buying a new software that i could use to create and edit my videos and photos (for photo montage). Which do you think is better the adobe ae or the adobe premiere pro cs3? what are the pros and cons of these two softwares?

I want a software that's worth every penny.

You can't use Adobe After Effects without Adobe Premier pro - Premier EDITS the video and After Efects does the Special FX.
