Adobe photoshop help please ?

Hello, i am trying to put 3 pictures together, i found a website that tells you how but the problem is i open all 3 images and they are on different pages and wont let me put the images on top of each other, how would i do this ?

i can get them all into these things but i cant put them together

1 Go to the largest picture

2 Press Ctrl+A(select All)

3 Press Ctrl+C(Copy) or Ctrl+X(Cut)

4 Press Ctrl+N(New)

5 Press Ctrl+V(Paste)

6 Got to the other images.

7 Repeat 2 and 3

8 Repeat 5 on the file where you put the 1st image

9 Just change the position you want by Ctrl+[ or Ctrl+]

10 Edit the picture according to your choice

11 Flatten Image or Merge Visible if wanted
