  1. Exactly what is your question? If you mean the criteria for adoptive parents to adopt a child from India, it's pretty simple:

    1. Successful homestudy

    2. Good general health - no medical conditions that interfere with parenting

    3. Combined age of adoptive parents is not more than 90 if you are looking for infants (or less than 45 if you are single)

    4. Good, steady income

    5. No criminal record

    6. You should be at least 21 years old

There are other things you should be aware of:

    1. Indians living in India get first priority, then Indians living abroad, then inter-racial marriages with one person of Indian descent, finally non-Indians

    2. If you have a child from before, although you can adopt, child-less couples will be given preference, especially in case of non-Indian adoption

    3. If you live abroad, chances of getting a new-born infant from India are extremely low (almost none)

  2. Go to the State Department's website:

    http://travel.state.gov/family/adoption/...

Also, Google "international adoption india" to find agencies with India programs and see what the agency criteria & process is.
