Adoption...why is it so difficult in the U.S.?

I am looking forward to adopting a child in about 4-5 years...we have a one year old now and feel at that point in our lives we woud love to add another addition to our family. I have been reading up on it...and I am quite new to the adoption process...but why is it so difficult?

It seems as though I should have an attoreny while going through the proces....it seems illogical to me! These children need homes....and I want to raise a child and give them a wonderful life. I understand some of the fees...but some adoption I read about are up to $25,000!! That's insane! Is there an adoption agency taht you know of that isn't crooked and actually cares about the well being of the children? I guess I shouldn't assume it is the agencies fault all together...I'm sure state and federal laws play a huge role also.
